The CARICOM Secretary-General and Heads of Caribbean Community Institutions met in Georgetown, Guyana on Monday, with Secretary-General Ambassador Irwin LaRocque stressing the importance of building cohesion to ensure benefits accrue to the people of the Community.
This ninth Meeting was held as the Region assesses the progress and lessons learnt from its first Community Strategic Plan which comes to an end this year. The Secretary-General, in urging full support by the Institutions, noted that the Results-Based Management System, now being introduced, should assist in the evaluation process, and help to shape the successor plan.
RBM is a way of working that looks beyond processes, activities, products and services to focus on the actual social and economic benefits of projects and programmes at the level of beneficiaries, the Secretary-General reminded in opening remarks to the meeting. It is about accountability for delivering results to the citizens. Its components must work harmoniously and cohesively for it to be effective, he added.
CARICOM Heads of Government have mandated that the full implementation of the RBM System should be expedited by all Community Bodies, Organs and Agencies.
Community Institutions, an integral part of the CARICOM system, provide direct technical support to Member States in a range of areas.
